PAM’s commerce sector strikes to take place – no prerequisites for an agreement
On Friday 31 January, Service Union United PAM announced massive strikes in the commerce sector. The strikes will particularly target the largest logistics and daily consumer goods trade operators in the commerce sector. The Finnish Commerce Federation has been actively negotiating with PAM under the direction of the National Conciliator since the beginning of February and has sought to find joint solutions to reach a result. However, the parties are still far from a mutual agreement in terms of their objectives. As previously announced, the commerce sector’s strikes will begin on Monday, 17 February.
Negotiations on the Collective Agreement for the Commercial Sector began on Wednesday 8 January. When PAM announced the strikes at the end of January, the negotiations were transferred to the National Conciliator.
In addition to a very high salary increase, PAM has proposed numerous changes to the collective agreement that will increase employer costs. In addition, PAM has demanded significant changes to the collective agreement texts, referring to unfinished legislative processes and their own interpretations thereof.
The Finnish Commerce Federation and PAM have worked closely together throughout the past collective agreement period to renew the pay system for salespeople. This has been an important common goal of the unions since the beginning, and the last open issues have been resolved in negotiations.
“Unfortunately, the major renewal work that has been carried out to improve the sector’s salaries is now at risk of being trampled by the strikes and PAM’s massive new collective agreement demands,” says Labour Market Director Anna Lavikkala of the Finnish Commerce Federation.
The National Conciliator also did not see the prerequisites for submitting a proposal for reconciliation at this stage.
The National Conciliator has invited the Finnish Commerce Federation and PAM to resume mediation on Tuesday, February 18.

The strikes concerning logistics: Monday 17 February 2025 at 5:00 a.m.–Thursday 20 February 2025 at 5:00 a.m. or after the end of a shift that started before 5:00 a.m.
