Agreement reached on labour dispute in commerce sector – negotiation result accepted and strikes cancelled
Terms of employment of employees and supervisors in the commerce sector have now been agreed for a two-year period. The agreement increases wages by EUR 105 from 1 June 2023 and by EUR 60 from 1 June 2024. In addition, a one-time sum of EUR 400 will be paid to commerce sector employees in connection with the payment of wages in April, of which EUR 200 can also be paid in connection with the payment of wages in September 2023. The agreement is in line with the so-called general policy.
The labour disputes in the commerce sector have been negotiated under the direction of the National Conciliator since Tuesday 24 January. The Finnish Commerce Federation and the Service Union United PAM reached a settlement on 12 February under the leadership of the National Conciliator Anu Sajavaara. The Boards of the Finnish Commerce Federation and PAM approved the result late Sunday night.
With the adoption of the result of the negotiations, the strikes announced in the commerce sector, as well as overtime bans, shift change bans and bans on temporary transfers, will be cancelled. Correspondingly, in the case of employers, the withholding of membership fee collections is cancelled and no withholdings will be made.
“The pay increases are in line with the so-called general policy and focus on low-wage groups in the sector, such as salespersons. This round of collective agreement negotiations can also be called the equality round, because we increased paid family leave for the non-birthing parent,” explains Anna Lavikkala, Labour Market Director at the Finnish Commerce Federation.
“The result of the negotiations includes changes to the collective agreement texts that are important for both parties. The Collective Agreement for the Commercial Sector took a large step towards a multicultural labour market, in which English may be one of the working languages of commerce. The commerce sector’s employers felt that these changes were urgent and important,” Lavikkala says.

The agreement period for the Collective Agreement for the Commercial Sector is 1 February 2023–31 January 2025 (24 months).
